BELGRADE AIRPORT d.o.o. has commenced all necessary preparatory activities for the establishment of functional Closed Distribution System under acquired license for the Operator of closed distribution system No. 312-118/2018-Л-I from 12/03/2019, issued by the Energy Agency of the Republic of Serbia. All current activities of our company are focused in transparent and non-discriminative manner to enable all End-Customers connected to our closed distribution system efficient grid access with capability to select its electricity supplier, in accordance with the Energy Law of the Republic of Serbia ("Sl. glasnik RS", Nos. 145/2014 and 95/2018).
Since preparatory activities for the establishment of closed distribution system Aerodrom Beograd are now in its final stage, the beginning of official operation of closed distribution system Aerodrom Beograd shall be on July 1st. 2024 at 00:00h.
All our End-Customers has obligation to sign Electricity Supply contract, to regulate its Grid Access to closed distribution system Aerodrom Beograd and to regulate Balance Responsibility, all in accordance with the Energy Law.
According to the Energy Law, type of electricity supply contract is prescribing whether End-Customer or its supplier is required to sign Grid Access contract with closed distribution system Aerodrom Beograd.
In accordance with Article 188. of the Energy Law, if End-Customer sign Full Supply contract with Supplier, this Supplier is obliged to sign Grid Access contract with operator of power grid where End-Customer is connected, before the official startup of supply.
In accordance with Article 189. of the Energy Law, if End-Customer sign Supply contract with predetermined energy quantities with Supplier, End-Customer is obliged to directly sign Grid Access contract with operator of energy grid where End-Customer is connected, before the official startup of supply.
Additionally, we have to clarify:
- if End-Customer sign Full Supply contract with Supplier, concerning End-Customer’s Balance Responsibility obligations, all End-Customer’s Metering Points are automatically attributed to its Supplier. Thus, it is deemed End-Customer has regulated its Balance Responsibility in accordance with the Energy Law and Market Rules.
- if End-Customer sign Supply contract with predetermined energy quantities with Supplier, concerning End-Customer’s Balance Responsibility obligations, before startup of supply End-Customer is obligated to sign a contract for regulation of its Balance Responsibility (by signing Balance Responsibility Contract directly with EMS JSC if End-Customer is in status of Balance Responsibility party, or to sign a Contract for Transfer of Balance Responsibility with some other already existing Balance Responsibility party).
Grid Access contract contains, apart of general contract clauses related with settlement and billing, also metering point relevant technical data for the End-Customer and its energy facility connected to the closed distribution system.
Information on End-Customer Approved Power needs to be determined prior conclusion of Grid Access contract. In that sense, for all End-Customers, Approved Power is determined taking into account relevant electricity settlement history data for respected End-Customers.
Template of Grid Access contract is the same for all End-Customers connected to closed distribution system, no matter if this contract is signed by End-Customer itself or by its Supplier. Template of Grid Access contract for generators is different in a sense it has no chapter related with Payment Collateral, since those grid users are not obliged to pay grid use. Together with regulation of its Grid Access, all grid users of closed distribution system Aerodrom Beograd, connected on 10kV voltage are obliged to sign Operational Contract with closed distribution system Aerodrom Beograd.
